New Transit Oriented Community coming to Glen Burnie!

Anne Arundel County and the Anne Arundel Economic Development Corporation (AAEDC) have selected Sawmill Partners LLC to lead the transformation of a 13-acre, county-owned site in Glen Burnie at 7409 Baltimore-Annapolis Boulevard into a vibrant, transit-oriented community.
Called The Villages at Sawmill Creek, the plan will deliver a mix of for-sale and rental housing, including approximately 120 multi-family condominiums, 90 two-over-two condos, and 36 rental townhomes, for a total of around 246 units. Key to the vision is affordability: at least 20% of for-sale units will be priced for households at 80% of Area Median Income (AMI), and 15–20% of rental units will be affordable to those at ~75% AMI.
Beyond housing, the project emphasizes connectivity, environmental stewardship, and community character. Pedestrian, bike, and transit links will be strengthened among Cromwell Station, the Glen Burnie Town Center, and the neighborhoods around it. Wetlands and natural areas will be protected; new green spaces, trails, stormwater improvements, and reforestation are part of the plan.
Since this property is a brownfield, environmental cleanup (with oversight by Maryland’s Department of the Environment) will be needed before full redevelopment. The project also aligns with Anne Arundel County’s Plan2040, emphasizing reinvestment in underserved areas, housing access, transit-oriented design, and preservation of green space.
7409 Baltimore-Annapolis Boulevard Redevelopment
On May 13, 2025, Anne Arundel County and AAEDC announced the selection of Sawmill Partners LLC to redevelop the site into a transit-oriented community. Chosen for their extensive redevelopment experience, Sawmill Partners will deliver a plan that includes attainable housing, green space, and strong pedestrian and transit connectivity, aligned with the County’s vision.
Anne Arundel County’s Vision
Anne Arundel County’s vision for 7409 Baltimore Annapolis Boulevard is to transform this underutilized, county-owned property into a vibrant, transit-oriented community that strengthens the surrounding neighborhood, serving as a catalyst for the economic revitalization of the broader Glen Burnie Town Center and Glen Burnie Sustainable Community Overlay Areas.
The redevelopment will prioritize:
Improved mobility, with enhanced pedestrian, bike, and transit connections between Cromwell Station, the Glen Burnie Town Center, and surrounding neighborhoods.
Environmental stewardship, through the protection of wetlands and natural areas, and the integration of recreational spaces and trail networks.
Context-sensitive design, with building scale and massing that maintains the character of surrounding communities.
A mix of rental and for-sale homes at a range of price points to ensure housing is affordable for both current and future Glen Burnie residents.
Alignment with Plan2040, the County’s General Development Plan (GDP), which calls for reinvestment in underserved communities, preservation of green space, and greater access to housing, transit, and public amenities. The GDP also places the site in the Transit-Oriented Development Policy Area, which calls for compact and pedestrian-oriented development patterns near transit stations.
Overview of the Project
The Villages at Sawmill Creek is the proposed redevelopment of 13 acres of Anne Arundel County-owned land in Glen Burnie, Maryland, at 7409 Baltimore-Annapolis Boulevard.
The proposed redevelopment includes a mix of five (5) four-story buildings containing a total of approximately 120 “for-sale” multi-family condominiums, 90 for-sale two-over-two condominiums, and 36 rental townhomes, for a total of 246 units. Final numbers may adjust with project engineering.
Bordered by Sawmill Creek and within ¼ mile of a light rail transit station, the proposed redevelopment will also feature recreational amenities, pedestrian connections, landscaping, and significant environmental remediation.
Moderately Priced Dwelling Units (MPDUs)
In accordance with County Council Bill 72-24 (Housing Attainability Act), which will be effective on July 1, 2025:
At least 10% of for-sale units must be MPDUs, priced for households earning 80% of the area median income (AMI).
At least 15% of rental units must be leased at rates affordable to households earning 75% of AMI.
The Villages at Sawmill Creek project will exceed these requirements, offering:
20% of for-sale multifamily condos for households at 80% AMI.
15% of two-over-two condos for households at 80% AMI.
20% of rental townhomes for households at 75% AMI.
Environmental Remediation
Over the years, the property has been the site of various county-related uses including office, light industrial, a fuel facility, and a maintenance garage.
Sawmill Creek, a perennial stream running through the property, is a valuable environmental and recreational asset with potential for enhanced public benefit.
Planned environmental enhancements include:
>Planted stream buffers
>Improved stormwater management
>Reforestation
>Expanded green space and woodland habitat
The property is a brownfield, requiring environmental remediation prior to redevelopment.
Cleanup will occur under the oversight of the Maryland Department of the Environment (MDE), involving:
>The Oil Control Program
>The Voluntary Cleanup Program (VCP)
Costs and timelines for remediation are currently unknown and will depend on findings from ongoing environmental investigations.
Sawmill Partners LLC has prior experience remediating and redeveloping former industrial sites in coordination with MDE.
The project represents a long-term benefit to the community by transforming a contaminated site into a healthier, more environmentally responsible space.

The team of Sawmill Partners includes Koch Development Group, Reliable Real Estate Services, Chaney Development, LLC, and Whitehall Development, LLC. The team consists of local real estate professionals that are familiar with the County’s development regulations. Each of the members of this partnership has played an integral role in shaping Anne Arundel County for many decades. They have provided tens of thousands of jobs, built much of our County’s infrastructure, and designed and built many of the places where our County residents live, work, and play. As lifelong residents of Anne Arundel County, the principals of this partnership have a vested interest in the revitalization of Glen Burnie and the future of our County.

May 2024: Issuance of Request for Proposals (RFP) by AAEDC.
January 2025 – Present: Land Disposition and Development Agreement Negotiations
May 2025: Announcement of Sawmill Partners LLC as Selected Developer and Community Open House to introduce the project and meet the development team.
July 7, 2025 : County Council unanimously approves transfer of 7409 property to Sawmill Partners LLC.

Glen Burnie Sustainable Community Overlay Process
The Villages at Sawmill Creek will follow the Glen Burnie Sustainable Community Overlay Area subdivision process, as outlined in County Code.
Under Section 17-7-303, the developer must first submit a Concept Plan to the Office of Planning & Zoning.
Two community meetings will follow – one to present the proposed concept plan and another to present the final approved plan.
Community Open House on May 20, 2025
In partnership with Anne Arundel County and Sawmill Partners LLC, AAEDC hosted an Open House at on Tuesday, May 20, from 4:00-7:00PM at 7409-A Baltimore Annapolis Boulevard, Glen Burnie, MD 21061.
The informal, drop-in event provided the public with the opportunity to meet one-on-one with Anne Arundel County, AAEDC, and the Development Team, walk through a series of concept boards that illustrate the exciting transformation planned for the site, and ask questions.
